To increase vehicular capacity, the City of Johns Creek proposed widening State Bridge Road from west of the intersection at Parkway Baptist Church to the east side of the Chattahoochee River and construct a new pedestrian bridge over the river north of the existing bridges. The crossing is in a FEMA Zone AE; therefore, the
